Example scenario
Eight banners are designated for the Insurance business category. Six banners have Priority of 10. Two banners have Priority of 11. The two banners with Priority 11 will randomly rotate between displaying 1st and 2nd each time the page is viewed. The remaining 6 banners will randomly be selected to display in positions 3-5.
