If you subscribe to services from UPS, USPS, Fedex, Australia Post, or Canada Post then you will want to make one of these methods active under Configuration->Shipping->Shipping Rate Computation Methods. When using one of these carriers, Shipping Methods and Shipping Method Restrictions from the Configuration menu are not used. Instead, selections from the active carrier will be used.
